Collin Barter: If you were told it was fine, then yes. It is illegal for a dealership to sell a vehicle that will not pass emissions testing. The reason I know, is I helped shut down a crooked no-name used car lot for attempting to sell cars that weren't legal by tipping off authorities. Emissions laws are federal, and nobody can circumvent that, although technically individual sellers can, when they sell them as is, or not running.
Timmy Bustard: it's not illegal to sell a car without a cat, but the cat is a requirement for inspections/emissions testing.
Everette Rovinsky: This was a private sale, and I was not notified prior to sale that the CAT was missing.
